Boneej Scheme (Boneej Yojana)

The Boneej Scheme is an innovative initiative by the Government of Assam, designed to foster entrepreneurship and enhance employment opportunities for the youth residing in rural areas. Introduced by the Hon’ble Finance Minister during the Budget speech on July 26, 2016, this scheme aims to provide essential financial assistance and support services to aspiring entrepreneurs.

Objective

The primary goal of the Boneej Scheme is to empower young individuals to establish their own businesses by offering them financial aid in the form of seed capital. This program not only delivers monetary support but also provides essential services such as training, mentoring, and networking opportunities that are crucial for skill development, business growth, and market accessibility.

Area of Implementation

This scheme is applicable across all districts in Assam, with the exception of areas governed by the Karbi-Anglong Autonomous District Council, NC Hills Autonomous District Council, and Bodoland Territorial Autonomous Districts.

District Target

The Commissionerate of Industries & Commerce, Assam, will establish district-specific targets based on the rural population and communicate these to the relevant District Industries & Commerce Centres (DICC).

Benefits

Under the Boneej Scheme, eligible rural industries will receive a grant of Rs. 25,000 (Rupees Twenty-Five Thousand) provided their annual turnover does not exceed Rs. 5 lakh.

Eligibility Criteria

  • The industry must be situated in the rural regions of Assam.
  • The business should be operational continuously for a minimum of two years.
  • The unit must have a designated workshed for production and processing.
  • Applicants must be between 18 and 50 years of age.
  • There are no specific educational qualifications required.
  • The unit should have secured a term loan or working capital loan of at least Rs. 1 lakh.

Exclusions

Specific exclusions may apply based on the type of business or other criteria determined by the government.

Application Process

To avail the benefits of the Boneej Scheme, follow the steps outlined below:

  • Obtain the Application Form: Applicants can collect the application form from the nearest office of the Social Welfare Department of Assam or download it from the official website.
  • Complete the Application Form: Fill in all necessary details, including personal information, age, address, Below Poverty Line (BPL) status, and bank account information.
  • Attach Required Documents: Include supporting documents to verify eligibility, such as proof of age, BPL card, and bank account details.
  • Submit the Application: The completed application form, along with all supporting documents, must be submitted to the General Manager at the District Industries & Commerce Centre (DICC).

Application Fee

No application fee is required for the submission of the Boneej Scheme application.

Verification and Approval

After submission, the relevant authorities will review the application and accompanying documents to confirm eligibility. If approved, the applicant will receive the financial assistance as stipulated in the scheme.

Benefits Disbursement

Once the application is verified and approved, the beneficiaries will begin to receive financial support in accordance with the guidelines of the Boneej Scheme.

Eligibility Criteria

The industry should be located in rural areas of Assam.
This industry should be an existing one and have a continuous operation for a minimum of the last two years.
The unit should have its own workshed for production and process.
The age of the applicant should not be less than 18 years and more than the maximum of 50 years.
There is no bar to educational qualification.
The unit should have avail term loan/working capital loan to the extent to a minimum of one lakh.

Fill up the application form: The applicant must fill up the application form with all the necessary details such as personal information, age, address, BPL status, bank account details, etc.
Attach supporting documents: The applicant must attach the supporting documents required to prove eligibility for the scheme such as age proof, BPL card, bank account details, etc.
Submit the application form: The applicant must submit the duly filled application form and the supporting documents to the concerned General Manager, District Industries & Commerce Centre (DICC).

Application fee: There is no fee for submission of the application form.
Application verification and approval: The concerned authorities will verify the application and supporting documents to ensure the applicant's eligibility. If the application is found eligible, the applicant will be approved for the scheme.
Receive the benefits: Once the application is approved, the applicant will start receiving financial assistance from the government as per the scheme guidelines.
