The “Cluster Mei Bagwani Ki Yojana” (Cluster-Based Horticulture Scheme) is a transformative initiative launched by the Bihar Department of Agriculture. This scheme is designed to enhance the agricultural productivity of farmers by encouraging the cluster-based cultivation of select crops, thereby improving their income levels.

This scheme focuses on the cultivation of various crops such as guava, amla, lemon, bael, lemongrass, papaya, marigold, dragon fruit, and strawberry. By providing financial assistance in the form of subsidies, the initiative aims to increase the acreage under these crops, thereby boosting the overall agricultural sector in Bihar.
Key Benefits
- Subsidy for Standard Crops: Farmers can receive a subsidy of ₹1,00,000 per acre for growing crops like guava, amla, lemon, bael, lemongrass, papaya, and marigold.
- Installments: The subsidy is disbursed in two installments:
- First Installment: ₹65,000
- Second Installment (conditional on 75% plant survival): ₹35,000
- Subsidy for Premium Crops: A higher subsidy amount of ₹2,00,000 per acre is available for cultivating dragon fruit and strawberry.
- First Installment: ₹1,30,000
- Second Installment (conditional on 75% plant survival): ₹70,000
- Additionally, the scheme provides necessary plant materials to the beneficiaries.

Eligibility Criteria
To qualify for the “Cluster Mei Bagwani Ki Yojana,” applicants must meet the following criteria:
- The applicant must be an individual farmer, part of a farmers’ group, a Farmers Producer Organisation (FPO), or a cooperative society.
- Applicants should possess agricultural land, with a minimum size of 0.25 acres and a maximum of 10 acres (25 acres for cluster areas).
- Registration on the Direct Benefit Transfer (DBT) portal is mandatory.
Application Procedure
The application process consists of two main steps: DBT registration and online application for the scheme.
DBT Registration Process
- Navigate to the DBT portal’s registration page.
- Select the Aadhaar verification method: OTP, BIO-AUTH, or IRIS.
- Enter your Aadhaar number and name as it appears on the Aadhaar card, then click “Authentication.”
- Input the OTP received and click “Validate OTP.”
- Confirm your “Kisan Credit Card (KCC)” details and proceed to “Farmer Registration.”
- Complete the registration form with accurate details, including farmer information, land specifics, and bank account information, then click “Submit.”
- Authenticate with OTP and click “Register” to generate your Registration ID.
- After 48 hours, farmers can apply for the scheme using their 13-digit registration number.
Online Application Process
- Visit the official scheme website.
- Scroll down and check the confirmation box before clicking “Proceed to apply.”
- Select your applicant type and input your DBT registration number. Click “Get details.”
- Fill in the required fields, including address and land details, and upload necessary documents.
- Agree to the terms by checking the box and click “Submit.”
- An “Application Number” will be generated; retain this for future reference.
- You can print the submitted application using the print option available on the site.

DBT Registration Process:
Step-1: Visit the registration page
of the DBT portal.
Step-2: Select Aadhaar verification type: OTP/ BIO-AUTH/ IRIS.
Step-3: Enter your Aadhaar number and Name as per Aadhaar. Click on “Authentication”.
Step-4: Enter the OTP. Click on “Validate OTP”.
Step-5: Now confirm the details about the “Kisan Credit Card (KCC)” Details. Click on “Farmer Registration”.
Step-6: In the Registration Page, fill in all the details properly i.e. Farmer details, Land information, Bank account details and click on “Submit”.
Step-7: Validate with OTP. Click on “Register” to generate the Registration Id.
Note: After 48 hours of registration, farmers can apply for the scheme with the help of 13 digit registration number.

Step-3: In the next page select the “Type of Applicant” and enter the “DBT Registration Number of Kisan”. Click on “Get details”.
Step-4: Fill in the required details i.e. Address, Land Details, etc, and upload documents.
Step-5: Confirm the checkbox and then click on “Submit”.
Step-6: An “Application Number” will be generated. Keep this for future reference.
Step-7: Printout of the filled-in application also can be taken using the Print option.
