Information, Monitoring, Evaluation and Social Audit (I-MESA): Project Monitoring Unit (PMU)
The scheme aims to intensely examine the implementation of schemes at the ground level and monitor scheme outputs and outcomes to ensure the quality of services being provided under these schemes. The scheme component provides for physical inspection of every scheme of the Ministry.
About This Scheme
The scheme “Information, Monitoring, Evaluation and Social Audit (I-MESA)” was launched by the Department of Social Justice and Empowerment, Ministry of Social Justice and Empowerment, Govt. of India. The component βProject Monitoring Unit (PMU)β aims to intensely examine the implementation of schemes at the ground level and monitor scheme outputs and outcomes to ensure the quality of services being provided under these schemes. The scheme component provides for physical inspection of every scheme of the Ministry, such as Grant-in-Aid institutions, scholarship holders, free coaching schemes, implementation of projects under Special Central Assistance to Scheduled Caste Sub Plan, hostel schemes, and Pradhan Mantri Adarsh Gram Yojana villages.

Annual Financial Outlay Breakdown (in Indian Rupee):

Field Inspections Target: A total of 32,049 field inspections are targeted to be conducted by the Project Monitoring Unit over the 5-year period from 2021-22 to 2025-26.
Human Resource Requirement: The number of Project Monitoring Unit members needed will increase from 40 (initially) to 49 by the year 2025-26.
Flow of Funds: Funds will be provided by the Ministry to the National Institute of Social Defence (NISD), which is the implementing agency for the Project Monitoring Unit.
Eligibility Criteria
The applicant must be a fresh graduate.
The applicant must be selected from top Colleges/Universities/Research Institutes as per the National Institutional Ranking Framework (NIRF) ranking.
The applicant must possess knowledge of Information Technology (IT) skills.
The applicant must be selected based on modalities determined by the Ministry to ensure they are among the brightest and best students along with social consciousness.

Step 1: Selection Modality Determination
The Ministry will determine the modalities for the selection of the Project Monitoring Unit members from time to time.
This process is designed to ensure that the brightest and best students, who also possess social consciousness, are selected for the unit.
Step 2: Selection of Members
Candidates are selected from top Colleges/Universities/Research Institutes as per National Institutional Ranking Framework (NIRF) ranking.
Selection is contingent upon the candidate possessing essential knowledge of Information Technology (IT) skills.
Step 3: Appointment and Location
The Project Monitoring Unit will initially have 40 members who would be located in the States or Delhi, according to the functional requirements of the Ministry.
The PMU will be set up/expanded and placed in the National Institute of Social Defence (NISD), which serves as the implementing agency for the PMU.
