National Awards for Outstanding Services in the Field of Prevention of Alcoholism and Substance (Drug) Abuse: Best Research or Innovation

The Government of India has established the National Awards for Outstanding Services in the Field of Prevention of Alcoholism and Substance (Drug) Abuse to honor and promote exceptional contributions in combating substance abuse. This initiative aims to recognize the remarkable efforts of individuals and institutions engaged in the prevention and rehabilitation of alcohol and drug addiction.

Scheme Overview

Initiated by the Ministry of Social Justice and Empowerment (MoSJE), this scheme acknowledges both institutions and individuals dedicated to addressing the issues surrounding alcoholism and substance abuse. The awards are conferred biennially, starting from June 26, 2016, coinciding with the International Day Against Drug Abuse and Illicit Trafficking, as designated by the United Nations. The categories of substance abuse covered under this scheme include:

  • Alcohol
  • Narcotic Drugs
  • Psychotropic Substances
  • Other Addictive Substances (excluding tobacco and its derivatives, such as cough syrups and correction fluid)

Recipients of the award will receive:

  • A Citation
  • A Memento
  • A Cash prize of ₹ 5,00,000

In total, seven awards will be distributed, with one award for each category. The awards will be presented during a ceremony held in New Delhi on June 26, which is recognized globally as the International Day Against Drug Abuse and Illicit Trafficking. The ceremony will be presided over by either the President of India or the Prime Minister of India.

Ceremony and Logistics

The Central Government will cover the boarding and lodging costs for awardees and one accompanying guest. Travel arrangements will also be made for awardees, including accommodation for up to one day before and after the ceremony, depending on their travel schedules. Prior to the announcement of the awards, consent from potential awardees must be obtained.

Eligibility Criteria

The awards are open to all Indian institutions, organizations, and individuals, with no discrimination based on religion, race, sex, caste, or creed. Key eligibility requirements include:

  • Nominees must be recommended in writing by an authorized individual or agency.
  • Self-nominations will not be accepted.
  • No individual or organization that has previously received the award can be considered for the next three awards.

Authorized Nominators

Eligible institutions and individuals can be nominated by the following:

  • Relevant Ministries or Departments of the Government of India with ministerial approval.
  • State Governments or Union Territory Administrations with the consent of the Chief Minister or the Lieutenant Governor.
  • Regional Resource and Training Centres engaged in drug de-addiction.
  • Members of the National Consultative Committee on De-addiction and Rehabilitation (NCCDR).
  • Prominent industry chambers such as the Federation of Indian Chambers of Commerce and Industry (FICCI) and Confederation of Indian Industry (CII).
  • Previous awardees.
  • Academic and research institutions authorized by bodies such as the University Grants Commission (UGC) and All India Council for Technical Education (AICTE).
  • Local authorities such as the District Collector or District Magistrate.

Only nominations from authorized agencies with due justification will be considered.

Nomination Process

To qualify for the award, institutions or individuals must demonstrate significant research and innovative practices in addressing addiction. Eligibility criteria for nominees include:

  • A minimum of five years of remarkable contributions in addiction prevention, including medical, research, and psychological therapy.
  • Development of effective treatment methodologies, including psychological and family therapy, aftercare services, and relapse prevention strategies.
  • Creation of cost-effective treatment models suitable for rural and remote communities.
  • Implementation of prevention strategies in educational settings.

How to Apply

Authorized agencies must submit nominations through the National Awards Portal in the prescribed format. Applications can be submitted in either Hindi or English.

Selection of Awardees

A Screening Committee and a Selection Committee will evaluate the nominations based on the nominees’ accomplishments. The National Selection Committee will review recommendations from the Screening Committee to finalize award recipients.

Eligibility Criteria

For Award
The awards are open to all Indian Institutions, Organizations and Individuals without any distinction or discrimination on grounds of religion, race, sex, caste or creed.
It would be necessary that the nominee is recommended in writing by someone authorized to recommend the nominations.
The Self-nominations for the Awards shall not be considered.
No individual or organization who has been awarded should be considered for the National Award under this Scheme for the next three awards.

Agencies/Persons Authorized to Nominate and recommend eligible institutions or individuals for the Awards
Concerned Ministries or Departments of the Government of India and their autonomous institutions with the approval of the Minister-in-charge of the Ministry.
State Governments or Union Territory Administrations with the approval of the concerned Chief Minister or Lt. Governors in Union Territory Administrations;
Regional Resource and Training Centres working in the field of drug de-addiction within their own jurisdiction;
Members of the National Consultative Committee on De-addiction and Rehabilitation (NCCDR);
Renowned Apex Chambers like the Federation of Indian Chambers of Commerce and Industry, Confederation of Indian Industry, The Associated Chambers of Commerce and Industry of India, etc;
Past Awardees.
Organizations like University Grand Commission(UGC), All India Council for Technical Education(AICTE), Medical Council of India(MCI), Nehru Yuva Kendra Sangathan(NYKS), Universities,
Central Board of Secondary Education(CBSE), National Council of Educational Research and Training(NCERT), Kendriya Vidyalaya Sangathan(KVS), Navodaya Vidyalaya Samiti(NVS), Council of Scientific and Industrial Research(CSIR), etc; and
Collector of the District/District Magistrate in which the Institution or Individual is working.
Commissioner of Commissionerate in which the Institution or Individual is working.

NOTE: Only nominations or recommendations emanating from Authorised Agencies or persons, designated for the purpose, supported by adequate justification, shall be considered.

For Nominations
A. For an Institution or an individual who has conducted research on issues related to addiction and has developed new techniques on treatment and preventive modules, etc. or undertaken innovative measures for the prevention of addiction and evolved techniques to identify addiction in the early phase is eligible for the award.
B. An Institution or an individual to be eligible, should have:
made outstanding contributions for more than five years in the field of prevention of addiction – medical, research, psychological therapy etc. [Preference shall be given to those individuals who are continuing in the field]
developed treatment modules or methodologies to provide medical treatment or psychological therapy, family therapy, therapy for children, follow-up services, aftercare services and relapse prevention.
developed a cost-effective model of treatment to provide for those who live in villages or in remote areas.
developed prevention modules that can be readily implemented in educational institutions or industries and communities.
carried out evidence-based research on various population groups including drug users, women and children.
developed manuals and booklets in the area of addiction in English and in other languages.
conducted research on issues related to addiction which help in promoting more effective methods of treatment delivery.

Presentation of Award (Ceremony Details)
The awards shall be conferred on the awardees in a function to be held in New Delhi on the 26th June of the year, which has been declared as the “International Day against Drug Abuse and Illicit Trafficking”.
The Awards shall be presented by the President of India or the Prime Minister of India.
The boarding and lodging expenses of the awardees including one companion for each awardee shall be borne by the Central Government.
To and fro travelling expenses and accommodation for up to one day prior to and after the date of the Award ceremony (depending upon the actual arrival and departure dates) shall be arranged or expenditure reimbursed by the Central Government.
Before the announcement of the Awards, the concurrence of the prospective awardees or institutions shall be suitably ascertained.

Selection of Awardees
A Screening Committee and Selection Committee shall be constituted for the purpose which shall consider the achievements of the Institutions and the Individuals nominated or recommended for the Awards by the prescribed authority and the outstanding contribution in the field shall be the primary consideration in identifying the recipients of Awards.
A National Selection Committee shall consider the recommendations of the Screening Committee and would approve the names of awardees, one for each category of the awards.
