Pradhan Mantri Matsya Sampada Yojana (PMMSY)

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is an initiative by the Indian government aimed at fostering sustainable and inclusive growth in the fisheries sector. Launched by the Department of Fisheries under the Ministry of Fisheries, Animal Husbandry, and Dairying, this scheme is designed to enhance the ecological health, economic viability, and social inclusiveness of fisheries across the nation.

Overview of PMMSY

Initiated in the financial year 2020-21, the PMMSY is set to run until 2024-25, with an investment of ₹20,050 crores dedicated to the holistic growth of the fisheries sector. The program is designed to promote a Blue Revolution by ensuring responsible and sustainable fisheries development, benefiting fishers and the community at large. In the Union Budget for 2023-24, an additional sub-scheme was announced with a funding of ₹6,000 crores, aimed at supporting fish vendors, fishermen, and micro and small enterprises to enhance market efficiency and value chains.

Key Objectives of PMMSY

  • Enhanced Production: To boost fish production and productivity through land and water resource optimization.
  • Value Chain Modernization: To modernize and strengthen the entire value chain, including post-harvest management.
  • Income Generation: To double the incomes of fishers and fish farmers while creating significant employment opportunities.
  • Economic Contribution: To increase the fisheries sector's contribution to the Agricultural Gross Value Added (GVA) and exports.
  • Security Assurance: To ensure social, economic, and physical security for fishers and farmers.
  • Regulatory Framework: To establish a robust management and regulatory framework for fisheries.

Targets of PMMSY

The PMMSY sets ambitious targets for the betterment of the fisheries sector:

Fish Production and Productivity

  • Achieve fish production of 22 million metric tons by 2024-25, up from 13.75 million metric tons in 2018-19.
  • Improve aquaculture productivity from the national average of 3 tons to 5 tons per hectare.
  • Increase per capita fish consumption from 5 kg to 12 kg.

Economic Value Addition

  • Raise the fisheries sector's contribution to Agricultural GVA from 7.28% to approximately 9% by 2024-25.
  • Double export earnings to ₹1,00,000 crores by 2024-25, from ₹46,589 crores in 2018-19.
  • Encourage private investments and entrepreneurship in the fisheries sector.
  • Reduce post-harvest losses from the current 20-25% to around 10%.

Income and Employment Enhancement

  • Create 5.5 million direct and indirect jobs along the fisheries value chain.
  • Doubling the incomes of fishers and fish farmers is a primary target.

Benefits of PMMSY

The scheme provides substantial financial assistance aimed at various aspects of the fisheries sector:

  • Infrastructure Development: Financial support for building fishing harbors, landing centers, fish markets, feed plants, seed farms, and processing units.
  • Support for Fish Farmers: Financial aid for constructing ponds, cages, hatcheries, and nurseries, including the installation of aeration systems.
  • Fisheries Management: Assistance for managing fishery resources through scientific methods, management plans, and developing information systems.
  • Credit-Linked Subsidy: A credit-linked subsidy to encourage fish farming as a viable business.
  • Marketing and Export Assistance: Support for developing cold chains, processing units, and packaging facilities to facilitate fish product exports.

Applications can be submitted offline as follows:

For Centrally Sponsored Scheme Component of PMMSY

Beneficiaries must submit a Self-Contained Proposal or Detailed Project Report (DPR) to the District Fisheries Officer in their respective districts, adhering to the operational guidelines of PMMSY.

For Central Sector Scheme Component of PMMSY

Project proposals should be directed to:

Benefits

Financial assistance for fishing infrastructure: The scheme provides financial assistance to develop fishing infrastructure like fishing harbors, fish landing centers, fish markets, fish feed plants, fish seed farms, and fish processing units.
Financial assistance for fish farmers: The scheme provides financial assistance to fish farmers for various activities like the construction of ponds, cages, hatcheries, and nurseries, and for the installation of aeration systems and other equipment.
Assistance for fisheries management: The scheme provides financial assistance for the management of fishery resources through the adoption of scientific methods, setting up of fishery management plans, and developing fishery information systems.
Credit-linked subsidy for fish farmers: The scheme provides a credit-linked subsidy for fish farmers to encourage them to take up fish farming as a business.
Assistance for marketing and export of fish products: The scheme provides assistance for the development of cold chains, fish processing units, and packaging facilities to promote the export of fish products.

The Beneficiaries are required to submit their Self-Contained Proposal/Detailed Project Report (DPR) in accordance with the operational Guidelines of the PMMSY to the District Fisheries Officer, of their domicile district or the District of the respective States/Union Territories in which they intend to take up the fisheries development activities.
