Launched on September 16, 2020, by the Department of Micro, Small & Medium Enterprises and Textiles, Government of West Bengal, this scheme is set to remain effective for a duration of five years.

The primary goal of the "West Bengal Incentive Scheme for Approved Industrial Park (SAIP) for MSMEs" is to provide both fiscal and non-fiscal incentives to stimulate the establishment of industrial parks on privately owned land. This initiative is designed to promote the growth of MSME units across the state, enhance employment opportunities, advance technology, and ensure better environmental compliance.

Specific Goals of the "Incentive for Setting up a Power Sub Station"

This sub-scheme facilitates the establishment of power substations within Approved Industrial Parks (AIPs). These substations, which are necessary and validated, will be installed without any cost to the industrial parks. The land required for the substations will also be provided at no charge by the Special Purpose Vehicle (SPV).

Eligibility Criteria

• The applicant must be a private sector entity or an operational industrial park.
• A minimum of 5 acres of legally owned land (either purchased or leased from the State Government) is mandatory.
• The Special Purpose Vehicle (SPV) must be duly registered under either the Companies Act, Societies Registration Act, Partnership Act, or Limited Liability Partnership (LLP) Act.
• The area of the industrial park should expand to at least 5 acres in outlying districts and a minimum of 2 acres in Kolkata and Howrah.
• All individual units must have obtained the necessary clearances for land conversion, fire licenses, environmental compliance, building plans, etc.

Application Process

Registration Steps:

1. Navigate to the registration page on the official website.
2. Fill in the required information in the designated fields and click on "Register."
3. An email verification link will be dispatched to your email address.
4. Click on the link provided in the email to proceed.
5. You will be redirected to the SAIP portal dashboard.
6. Upon successful registration, you will receive login credentials via your registered email.

Application Submission Steps:

1. Visit the user login page on the official website and select the "Login" tab located at the top right corner.
2. Input your email and password along with the captcha code, then click "Log In."
3. On your dashboard, click the "Click Here" link, which will redirect you to the online form submission section.
4. Complete all required fields and click "Proceed to Step 2."
5. After entering the information, click the "ADD" button to save it.
6. To modify saved information, click the "Edit" link; to remove it, click the "Delete" link.
7. Once saved, click "Proceed to Step 3."
8. After successful data entry, click "Proceed to Step 4."
9. Upload your signature and seal using the "Choose File" tab (the file should be in JPG/PNG format with a maximum size of 2 MB).
10. Click "Proceed to Step 5" to continue.
11. Once all documents are uploaded, click "Proceed to next" to finalize your application submission.
12. Use the "Print this form" option on the right corner of the screen to download and print your form.
13. Finally, click on "Apply Now." A message confirming successful submission, along with a unique application number, will appear in the "My Applications" section of your dashboard.
