This initiative offers a significant capital subsidy, encouraging entrepreneurs, especially those from marginalized communities and women, to set up plants with a minimum production capacity of 100 tons per day. By ensuring availability of high-quality feed, this scheme supports sustainable growth within the fishing industry.

Overview of the Scheme

Launched by the Ministry of Fisheries, Animal Husbandry & Dairying, Government of India, the PMMSY initiative is designed to provide financial assistance for the setup of fish feed plants. The primary goal is to enhance the availability of affordable, high-quality feed for fish farmers, thereby promoting aquaculture in the state of Haryana. This scheme is a Centrally Sponsored Scheme, wherein both the Central and State Governments share the funding equally, each contributing 50% of the subsidy amount. Beneficiaries are expected to manage and operate the plants independently while ensuring that fish farmers receive feed at reasonable prices.

Key Advantages of the Scheme

The total cost of the project is set at ₹6,50,00,000.

• Subsidy Distribution:
• 40% subsidy for applicants from the General Category.
• 60% subsidy for Scheduled Caste (SC) and Women beneficiaries.

Eligibility Criteria

To qualify for this scheme, applicants must meet the following criteria:

• Must be a resident of Haryana and possess a valid Parivar Pehchan Patra (PPP).
• Must own land or have a registered lease for a minimum of 10 years.
• Must be committed to operating, maintaining, and managing the feed plant post-construction.
• Must ensure the feed plant supplies feed at affordable rates to fishers and fish farmers.
• Must provide a valid Detailed Project Report (DPR) or Self-Contained Proposal (SCP) in line with PMMSY guidelines.
• Must hold a valid training certificate relevant to the operation and maintenance of feed mills.
• Must confirm that the land is free from legal disputes and provide a valid land title.

Application Procedure

Applicants can apply for this scheme through the Antyodaya-SARAL Portal by following these steps:

Online Registration

1. Visit the Antyodaya-SARAL Portal.
2. Click on “New User/Register Here” and fill in the required details such as Name, Email ID, Mobile Number, and Password. Click ‘Submit’.
3. Verify the OTP sent to your Email and Mobile Number, or click on the verification link to activate your profile.

Login to Apply for the Scheme

1. Go to the Antyodaya-SARAL Portal.
2. Click on “Sign in here” on the right side of the screen, enter your credentials, and click ‘Login’.
3. In the opened window, select “Scheme/Services list” to view available schemes.
4. Select the PMMSY scheme and click on “Apply for Service/Scheme”.
5. Complete the online application form and click "Submit".
