Self Employment Scheme For Rehabilitation Of Manual Scavengers
The Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) was introduced in January 2017 by the Ministry of Social Justice and Empowerment, to assist the identified manual scavengers and their dependants in rehabilitation in alternative occupations.
About This Scheme
The Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) was introduced in January 2017 by the Ministry of Social Justice and Empowerment, to assist the identified manual scavengers and their dependants in rehabilitation in alternative occupations. SRMS was revised in November 2013 in consonance with the provision of the โProhibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 (MS Act, 2013).
Benefits
Identified manual scavengers, one from each family, are provided one-time cash assistance of โน 40,000.
The identified manual scavengers and their dependents are provided project-based upfront capital subsidy up to โน 5,00,000 and concessional loans for undertaking self-employment ventures.
Sanitation workers and their dependants are provided assistance for the procurement of sanitation-related projects on the same scale as admissible to manual scavengers for general tasks.
The group of the target beneficiaries is eligible for projects costing up to โน 50,00,000.
Beneficiaries are also provided training for skill development for up to two years, during which a stipend of โน 3,000 per month is also provided.
Manual Scavengers and their family members are also eligible for Health Insurance coverage of โน 5,00,000 under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PMJAY)
Upskilling/RPL training is provided to sanitation workers.
Workshops are organized with the officers, supervisors, and sanitation workers on โHazardous Cleaning of Sewers and Septic Tanksโ.
Credit Linked upfront Capital Subsidy –
Range of Project Cost (โน) (for Individuals): Upto โน5,00,000
Rate of Subsidy: 50% of project cost
Range of Project Cost (โน) (for Individuals): 5,00,000 to 15,00,000
Rate of Subsidy: โน2.5 lakh + 25% of remaining project cost
Range of Project Cost (โน) (for Group Projects): Upto โน10,00,000 lakh per beneficiary maximum project cost upto โน50,00,000
Rate of Subsidy: Same as admissible to individuals subject to a maximum โน3.75 lakh per beneficiary
The rate of interest chargeable from the beneficiaries will be as follows:-
Range of Projects: up to โน1,00,000/-
Rate of Subsidy: 5% per annum (4% per annum for women beneficiaries)
Range of Projects: above 1,00,000/-
Rate of Subsidy: 6% per annum
The period of repayment of the loan, including the moratorium period will be five years for projects upto โน5,00,000/- and 7 years for projects above โน 5,00,000/- with a moratorium period to start the repayment of the loan will be upto 6 months.
Eligibility Criteria
The applicant should be engaged or employed as a Manual Scavenger by an individual or a local authority or an agency or a contractor (as identified during the survey conducted by State Governments & allotted MS-ID/Receipt No. and their dependents).
Sanitation Workers and their dependents are eligible only for assistance for sanitation-related self-employment projects.

Application for One-Time Cash Assistance (OTCA) –
Identification of manual scavengers is done by the concerned State Governments through surveys by the Urban Local Bodies/Gram Panchayats.

Application for Loan –
Step 01: Visit

Fill in the mandatory fields and click “Submit”. The loan applications are submitted by the beneficiaries to the District Offices of State Channelizing Agencies (SCAs) of NSKFDC/ Branches of Regional Rural Banks(RRBs)/Nationalised Bank.
Step 02: The District Offices of SCAs/Branches of RRBs/Nationalised Banks send these applications after scrutiny to their Head Offices.
Step 03: The viability of the project proposals are appraised by the SCAs/ RRBs/Nationalised Banks and the viable projects are sent to NSKFDC along with their recommendations.
Step 04: The said project proposals are also appraised by the Project Appraisal Committee of NSKFDC and the proposals which are found to be in order, are placed before the Board of Directors for consideration and sanction.
Step 05: After sanctioning by the Board of Directors of NSKFDC, the sanction letters, also called Letter of Intents, are issued to the SCAs/RRBs/Nationalised for acceptance.
Step 06: After acceptance of the terms and conditions of the sanction and execution of the loan agreement/other documents, funds are released to the SCAs/RRBs/Nationalised Bank for onward disbursement to the beneficiaries.
The release of funds is being made by NSKFDC on receipt of demand from the SCAs/RRBs/Nationalised Banks after considering all the parameters of release as per the Lending Policies & Guidelines (LPG) of NSKFDC.
Application for Skill Development –
The Ministry of Social Justice & Empowerment, Govt. of India is implementing Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgarhi (PM-DAKSH) Scheme across the country from the financial year 2020-21 through its Apex Corporations.
Under the PM-DAKSH Yojana, Skill Development Training is provided to the candidates belonging to SCs, OBCs, EBCs, DNTs, and Sanitation workers including waste pickers for improving all-around competency & adeptness.
