Skill Upgradation and Vocational Education Scheme for Workers (P.B.O.C.W.W.B)

The Skill Upgradation and Vocational Education Scheme for Workers, initiated by the BOCW Welfare Board under the Department of Labour in Punjab, aims to empower registered workers by offering them financial support for skill development. This initiative provides complete course fees along with boarding and lodging assistance for those pursuing vocational training in recognized technical institutions.

Overview of the Scheme

Launched to support the workforce in Punjab, the Skill Upgradation and Vocational Education Scheme for Workers ensures that registered laborers can enhance their skills through accredited technical institutions such as Industrial Training Institutes (ITIs) and polytechnic colleges. By covering the full cost of courses, this scheme facilitates access to quality education and training for the unorganized sector, thereby promoting skill enhancement and employability.

    • Complete coverage of course fees for admissions and coaching.
    • Full funding for hostel boarding and lodging expenses.

Eligibility Criteria

To qualify for registration as a Building/Construction Worker, applicants must meet the following requirements:

  • The applicant must be a resident of Punjab.
  • The individual should be identified as a Building/Construction Worker (Unorganized Worker).
  • Age must be between 18 and 60 years.
  • Must have been engaged in building and construction activities for a minimum of 90 days within the last year.
  • The monthly income should not exceed โ‚น15,000.
  • The applicant must not be a member of any other Welfare Fund established under current laws.
  • Must not hold membership in the Employees’ Provident Fund (EPF), National Pension System (NPS), or Employees’ State Insurance Corporation (ESIC).
  • The applicant must not be a taxpayer.

For applying to the Welfare Scheme, the following criteria must be fulfilled:

  • The applicant should be a registered construction worker with the Building and Other Construction Workers Welfare Board of Punjab.
  • Must have completed skill training from recognized technical institutions such as ITIs or polytechnic colleges.

Application Process

Online Application via Common Service Center (CSC)

  • Registration as a Building/Construction Worker:

    New workers should visit their local Sewa Kendra or contact the Registering Officers/Labour Inspectors for registration.

  • Welfare Scheme Application Procedure:

    To apply for the welfare benefits, individuals should approach the nearest Sewa Kendra or Registering Officers/Labour Inspectors in their vicinity.

Important Note on Registration

To become a member of the board, a construction worker must complete Application Form No 28, accompanied by a one-time registration fee of โ‚น25 and a monthly contribution of โ‚น10. Registration can be done for a minimum of one year and a maximum of five years. Once registered, the worker is referred to as a ‘Beneficiary’ of the Board.

Registration as a Building/Construction Worker:
