DTE Rajarshi Chhatrapati Shahu Maharaj Shikshan Shulkh Shishyavrutti Yojna: The Rajarshi Chhatrapati Shahu Maharaj Shikshan Shulkh Shishyavrutti Yojna (राजर्षि छत्रपती शाहू महाराज शिक्षण शुल्क शिष्यवृत्ती योजना) under the Directorate of Technical Education (DTE), Maharashtra, is a fee reimbursement scheme for students from the Economically Backward Class (EBC) and Economically Weaker Section (EWS). This scheme is specifically for students admitted to professional and technical courses, covering Diploma, Graduation, and Post Graduation programmes under the DTE. The scheme is governed by multiple Government Resolutions dated 7th October 2017, 1st March 2018, 31st March 2018, 11th July 2019, and 8th July 2024.

A key feature that distinguishes this scheme from other MahaDBT scholarships is its gender-differentiated benefit structure. Female students receive 100% reimbursement of both Tuition Fees and Examination Fees, while male students receive 50% reimbursement. This is not a caste-based scholarship. It is open to students from all categories (including Open/General category) who fall within the Rs. 8 Lakh annual family income limit. The scheme does not provide any maintenance allowance, so it is purely a fee reimbursement programme.

Another important distinction is that this scheme applies only to students admitted through the Centralized Admission Process (CAP). Students admitted outside CAP are not eligible. Additionally, students enrolled in Deemed Universities and Private Universities are explicitly excluded from this scheme, a condition that many applicants overlook.

Eligibility Criteria

The applicant must be an Indian citizen and a domicile of Maharashtra State. This is a mandatory requirement that is verified through the Domicile Certificate. Unlike caste-based post-matric scholarships, this scheme does not require a caste certificate because it targets the Economically Backward Class (EBC) and Economically Weaker Section (EWS) across all categories.

The applicant must be a bonafide student of a recognized institute and must be admitted to a professional and technical course (Diploma, Graduation Degree, or Post Graduation Degree) as specified in the Government Resolution. The course must fall under the Directorate of Technical Education. Students enrolled in Deemed Universities and Private Universities are explicitly not eligible for this scheme.

Admission through the Centralized Admission Process (CAP) is compulsory. Students who secured admission outside the CAP round cannot avail this scholarship, regardless of their income or domicile status.

The total annual income of the applicant’s family or guardian must not exceed Rs. 8 Lakh. Only 2 children from the same family are allowed to benefit from this scheme in a given academic year. The applicant must not be availing any other scholarship or stipend simultaneously.

There is a 50% attendance requirement for the previous semester. An exception is made for first-semester students who are freshly admitted, since they would not have a previous semester record. Additionally, during the entire course duration, the candidate must not have a gap of 2 or more years. If there is a break of two years or more in their education, they become ineligible.

Benefits and Fee Reimbursement Structure

This scheme reimburses Tuition Fees and Examination Fees only. It does not provide any maintenance allowance or hostel allowance. The reimbursement percentage is determined by the gender of the applicant.

Female students receive 100% reimbursement of Tuition Fees and 100% reimbursement of Examination Fees. Male students receive 50% reimbursement of Tuition Fees and 50% reimbursement of Examination Fees. This gender-differentiated structure is designed to encourage greater participation of women in technical and professional education.

The benefit amount is disbursed in two installments through the MahaDBT portal, credited directly to the applicant’s Aadhaar-seeded bank account via Direct Benefit Transfer (DBT). Students must ensure their bank account is properly linked to their Aadhaar number through the NPCI mapper to receive the disbursement without issues.

It is important to understand that this scheme covers only the fee component. Students who require additional financial support for hostel accommodation or daily expenses may need to explore other schemes available on the MahaDBT portal, such as the Dr. Panjabrao Deshmukh Vastigruh Nirvah Bhatta Yojna (DTE) which provides hostel maintenance allowance to eligible students.

Required Documents

The documents required for this scheme are different from caste-based scholarship schemes. Since this is an income-based scheme for EBC/EWS students, no caste certificate is needed.

For Fresh Application:

1. Marksheet of 10th (SSC) and onwards: All marksheets from SSC level up to the latest examination must be uploaded.

2. Domicile Certificate of Maharashtra State: This is the primary proof of residency. It must be a valid domicile certificate issued by a competent authority in Maharashtra.

3. Previous Year Family Annual Income Certificate: Issued by a competent authority, confirming that the total family income does not exceed Rs. 8 Lakh per annum.

4. Undertaking: A declaration stating that not more than 2 beneficiaries from the same family are availing this scheme in the current academic year.

5. CAP Related Document: Proof of admission through the Centralized Admission Process (CAP round allotment letter or admission confirmation).

For Renewal Application:

1. Previous Year Family Annual Income Certificate: Updated income certificate for the current year.

2. Previous Year Marksheet: Marksheet of the last completed academic year or semester.

How to Apply

The application process is entirely online through the MahaDBT portal at mahadbt.maharashtra.gov.in. New applicants must first register on the portal using their Aadhaar number (with OTP or biometric authentication) or through the non-Aadhaar registration flow.

After registration, log in and complete your profile to 100%. The profile includes sections for Personal Information, Address Information, Other Information (parent or guardian details), Course Applied, Past Qualification Information, and Hostel Details. The MahaDBT system will suggest eligible schemes only after the profile is fully complete.

Once the profile is complete, go to “All Schemes” from the left panel and find “Rajarshi Chhatrapati Shahu Maharaj Shikshan Shulkh Shishyavrutti Yojna (EBC)” under the Directorate of Technical Education section. Click “Apply,” upload all the required documents, and submit. The application then goes through institute-level scrutiny followed by department-level approval.

The benefit amount is disbursed in two installments into your Aadhaar-seeded bank account. If you face issues with Aadhaar seeding at your bank, you can open an India Post Payments Bank (IPPB) account at the nearest Post Office with instant Aadhaar seeding, which requires only a mobile number and Aadhaar number.

If you are eligible for multiple schemes on MahaDBT, remember that you can apply for more than one, but the disbursement will happen for only one scheme based on the preference you set. Arrange your scheme preferences carefully before the scrutiny process begins.
