What is the Central Sector Scheme of Scholarship (CSSS)?

The Central Sector Scheme of Scholarship for College and University Students (CSSS), also referred to under PM-USP, is a merit-cum-means scholarship implemented by the Department of Higher Education, Ministry of Education, Government of India since 2008. The scheme is meant to support meritorious students from economically weaker families so that they can continue higher education without excessive financial burden.

Under this scheme, up to 82,000 fresh scholarships are awarded every year on the basis of Class 12 Board examination results. These scholarships are meant for students pursuing regular undergraduate and postgraduate degree courses in recognized colleges and universities in India, including certain professional courses. 50% of the fresh scholarships are earmarked for girls.

The scheme is available only through the National Scholarship Portal (NSP), and from recent academic sessions, students are generally required to complete One Time Registration (OTR) before submitting their scholarship application.

Class 12 Merit Requirement: The student must be above the 80th percentile of successful candidates in the relevant stream in the Class 12 Board examination conducted by the respective Board.

Income Limit: The gross annual family income from all sources must not exceed Rs. 4.5 lakh.

No Gap After Class 12: Students who have taken a drop/gap year after passing Class 12 are generally not eligible for fresh application under the scheme.

Not Eligible Courses: Diploma, certificate, distance learning, correspondence, part-time and other non-regular courses are not covered under CSSS.

How CSSS Scholarships Are Distributed

The total number of fresh scholarships is distributed among State Education Boards based on the population in the 18–25 age group, while separately accounting for the shares of national boards like CBSE and CISCE.

Within a Board’s allocation, scholarships are distributed among the streams in the ratio of 3:3:1 for Humanities, Science, and Commerce. The scheme also follows reservation norms, including allocation for SC, ST and OBC candidates, and horizontal reservation for students with benchmark disabilities. Fifty percent of scholarships are earmarked for girls.

CSSS Scholarship Amount Details

The scholarship rates under the scheme are fixed and do not depend on college fees. The amount is released directly to the student’s Aadhaar-seeded bank account after successful selection and verification.

For most regular undergraduate courses, students receive Rs. 12,000 per year for the first three years. At the postgraduate level, students receive Rs. 20,000 per year. In eligible 5-year professional or integrated courses, the 4th and 5th year scholarship may be Rs. 20,000 per year. In B.Tech/B.E. type courses, the benefit usually extends up to graduation level only, with Rs. 12,000 per year for the first three years and Rs. 20,000 in the fourth year.
